March 2, 2010 - CIPA Public Comments
SETDA recently submitted comments to the FCC’s proposed Children’s Internet Protection Act (CIPA) rules. We will provide additional updates regarding CIPA as they become available.
EDEN EDFacts Open Comment Period
The federal register recently opened a public comment period for EDEN. Although the four ed tech data elements are not specifically mentioned in their targeted questions, they invite comments on all EDEN data elements. SETDA will submit comments and it is also critical for states to comment individually. There is power in numbers if we would like to influence change. SETDA's Data Committee will develop draft comments on all four EDEN data elements and we will be sure to share those comments as soon as possible. The deadline for comments is May 3, 2010. Statement of SETDA Executive Director Douglas Levin Regarding Release of National Broadband Plan Working Recommendations on Education
We welcome the release of the forward-looking working recommendations of the National Broadband Plan, which highlight the growing demand for and use of broadband for education. Ensuring high-speed broadband access for all students is a critical national issue and foundational to realizing our national education reform and improvement goals. We know:
- Teachers and students need high-speed broadband access in their schools to take advantage of a wide range of new and rich educational tools and resources;
- Teachers need high-speed broadband access for professional development, to engage in professional learning communities, and to access statewide education portals, digital instructional materials and open educational resources;
- Administrators need high-speed broadband access to conduct online assessments and to access data for effective decision-making; and,
- Students need high-speed broadband to access learning anytime, anywhere and to overcome the lack of educational opportunity in rural and at-risk communities.
We look forward to working with the FCC, Congress and the Administration to moving from dialogue about these recommendations to concrete actions and programs to benefit all students.

Statement of SETDA Executive Director Douglas Levin on the Introduction of the e-Rate 2.0 Act (HR 4619)
We applaud Representatives Markey, Capps, and Matsui for their introduction of the e-Rate 2.0 Act in support of bolstering federal support of broadband for educational purposes. Since schools and libraries first began to receive telecommunications discounts in 1998, the e-Rate has been instrumental in increasing educational opportunities for all students, especially those from low-income and underserved communities. The move by Congress to reassess the program and strengthen it is most welcome. We look forward to the dialogue.

Statement of SETDA Executive Director Douglas Levin Regarding the National Cable & Telecommunications Association (NCTA) Adoption Plus (A+) Pilot Program Proposal
Ensuring affordable home access to broadband for all students, especially those from low-income and at-risk families, will give educators the capacity to offer students important educational opportunities not otherwise available to them and to better meet the full range of student needs. The cable industry's Adoption Plus (A+) proposal is an innovative approach to addressing the nation's social challenges via education, technology and public-private partnerships. On behalf of educational technology leadership of state departments of education, we look forward to working with the industry, NTIA, the FCC, the US Department of Education and any and all others to comprehensively address the critical needs highlighted in the A+ program proposal.
